Our cities soaked in mechanical fluids

For many years, I have observed black spots of oil and fluids leaking from vehicles in almost every parking space everywhere: Stores, churches, supermarkets, schools etc. When looking at the pavement at street intersections or at the middle of roads I also noticed concentrations of fluids that have leaked from vehicles. Oil produces chemical deterioration of asphalt, oil is not soluble in water and oil normally stays in the surface of a container with water.
When it is raining and water streams are formed, is this oil carried away by the rain water on its surface?
Where do these fluids go?
Are these fluids contaminating the water or the ground?
Is it possible to avoid the fluid-leaking completely? Is it possible that all engines will be perfectly sealed?
What is the amount in gallons poured to the ground in the whole country in a year?
Probably there are more questions related to this problem. But, instead of trying to calculate the magnitude of this problem, it is better to do something to stop it or at least to diminish it. It is logical that pollutants like dirt are better to collect at the source, Before it spreads.
Example A friend of mine moved to a new house and invited my brother and I to the inauguration of his new house. At that time my brother had a van that unfortunately was leaking oil.The following day my friend called me and ask me to tell my brother to fix that leak and he was upset for the mess left on his brand new driveway.
When a vehicle has the problem of leaking oil or fluids, there are several options to avoid that these fluids reach the ground:
·Take the vehicle to an auto repair shop to have it fixed.
·Trade the vehicle for a new one.
·Install an Oil Leak Diaper under the engine.
